Mission

As the front-line supervisor for bus operators, customers, driver field evaluation, and accident first responders, the Road Supervisor plays a crucial role. This position is safety-sensitive and requires respectful and professional communication with other Dispatchers, Bus Operators, and Supervisors. The Road Supervisor will be responsible for performing the duties of a Dispatcher and Road Supervisor and overseeing scheduling and administrative tasks. The Road Supervisor serves as ART's primary field-based safety leader, supporting Bus Operators through accident response, safety observations, performance coaching, compliance monitoring, and real-time operational support to ensure safe, reliable, and customer-focused transit service. 

Profile

Job Purpose 

The Road Supervisor serves as the primary field representative of the Safety and Training Department and is responsible for promoting safe, compliant, and professional transit operations throughout the Asheville Rides Transit (ART) system. This safety-sensitive position provides direct field oversight and support to Bus Operators through accident and incident response, operator coaching, performance monitoring, safety observations, regulatory compliance activities, and customer service support. 

The Road Supervisor plays a critical role in accident prevention, reducing operational risk, reinforcing training standards, and ensuring operators safely and professionally serve the riding public. This position responds to emergencies, investigates incidents, conducts field evaluations, and works closely with Operators, Dispatchers, Maintenance personnel, and leadership to promote a culture of safety, accountability, and continuous improvement. Duties and Responsibilities 

Safety, Compliance and Accident Prevention 

  • Respond to accidents, incidents, passenger injuries, roadway hazards, service disruptions, and operational emergencies. 

  • Secure accident and incident scenes and coordinate with emergency responders, law enforcement, management, and other agencies as appropriate. 

  • Conduct preliminary accident and incident investigations, gather statements, collect evidence, document findings, and prepare required reports. 

  • Assist Bus Operators in completing accident reports, incident reports, witness statements, and other required documentation. 

  • Identify, address, and document unsafe conditions, policy violations, and operating deficiencies. 

  • Conduct ride checks, field observations, safety audits, and compliance reviews. 

  • Monitor operator compliance with company policies, safety procedures, defensive driving standards, and regulatory requirements. 

  • Recommend coaching, retraining, and corrective actions intended to improve safety performance and reduce preventable incidents. 

  • Support regulatory compliance activities, safety initiatives, recordkeeping requirements, and accident-prevention programs. 

Operator Coaching, Evaluation and Training Support 

  • Evaluate Bus Operator performance through field observations, road observations, ride checks, and performance monitoring activities. 

  • Provide coaching and constructive feedback related to safe driving practices, customer service, attendance, professionalism, and operating procedures. 

  • Support new operator training, behind-the-wheel instruction, refresher training, and ongoing employee development activities. 

  • Verify operators are fit for duty and prepared to safely perform assigned work. 

  • Reinforce training standards and promote consistency in operational and safety expectations. 

  • Complete evaluations, observation reports, and performance documentation accurately and timely. 

  • Communicate expectations clearly while promoting accountability, professionalism, and continuous improvement. 

Field Operations Support 

  • Serve as the first-line field responder for operator assistance requests and operational issues. 

  • Monitor daily transit operations and support the safe, reliable, and efficient delivery of service. 

  • Coordinate with Dispatch, Customer Service, Maintenance, and management personnel regarding service disruptions, detours, vehicle issues, accidents, and staffing concerns. 

  • Assist in maintaining service continuity during emergencies, severe weather, roadway closures, special events, and other unusual operating conditions. 

  • Provide real-time problem solving and support to operators in the field. 

Customer Service and Communication 

  • Serve as a liaison between Bus Operators, customers, Dispatch, Maintenance personnel, management, and community stakeholders. 

  • Respond to customer complaints, concerns, commendations, and service-related issues occurring in the field. 

  • Exercise professionalism, sound judgment, and effective communication when resolving employee, passenger, and operational concerns. 

  • Maintain open communication regarding safety concerns, service impacts, operational challenges, and customer issues. 

  • Represent Asheville Rides Transit in a professional and respectful manner when interacting with employees, passengers, partner agencies, emergency responders, and the public. 

General 

  • Complete assigned duties in a professional, accurate, and timely manner. 

  • Maintain confidentiality of employee, customer, and organizational information. 

  • Operate revenue and non-revenue vehicles as required. 

  • Work cooperatively with operations, maintenance, administrative personnel, and transit operators. 

  • Complete and maintain all required training, certifications, and compliance requirements within established timeframes and remain current on ongoing learning requirements for the position. 

  • Perform other related duties as assigned. 

The performance of the major job functions for this position requires the incumbent to be present at their work setting. Regular, dependable attendance is necessary for the performance of job duties. 

 Qualifications 

  • High school diploma or GED required. 

  • Must be at least 21 years of age. 

  • Valid North Carolina driver's license with an acceptable driving record required. 

  • North Carolina Class B Commercial Driver License (CDL) with Passenger Endorsement required, or ability to obtain and maintain within established timelines. 

  • Public transportation experience preferred. 

  • Previous supervisory, dispatch, safety, training, operations, or leadership experience preferred. 

  • Minimum of two (2) years of transit, transportation, safety, leadership, or related experience preferred. 

  • Working knowledge of transit safety principles, accident investigation practices, defensive driving techniques, and regulatory compliance requirements. 

  • Knowledge of DOT, FTA, and public transportation safety standards preferred. 

  • Familiarity with vehicle inspections, basic vehicle systems, and transit operating procedures. 

  • Proficiency with Microsoft Office applications and transit-related technology systems. 

  • Strong leadership, communication, interpersonal, and customer service skills. 

  • Demonstrated ability to objectively investigate incidents and prepare accurate, thorough, and professional reports. 

  • Ability to remain calm, professional, and effective during emergencies, accidents, conflicts, and service disruptions. 

  • Strong problem-solving, analytical, decision-making, and conflict-resolution abilities. 

  • Ability to prioritize multiple responsibilities and adapt to changing operational demands. 

  • Ability to establish and maintain effective working relationships with operators, co-workers, managers, customers, partner agencies, and the public. 

  • Working knowledge of Asheville, Buncombe County roadways, major destinations, service corridors, and community resources preferred. 

  • Ability to work flexible schedules including early mornings, nights, weekends, holidays, overtime, special events, and inclement weather conditions. 

  • Demonstrated regular and dependable attendance and punctuality. 

  • Must successfully pass all required background checks, drug and alcohol testing, and other applicable pre-employment screenings. 

 Physical Requirements and Working Conditions 

  • Frequent standing, walking, driving, bending, reaching, climbing, and entering and exiting vehicles. 

  • Ability to work outdoors for extended periods in varying weather conditions. 

  • Ability to respond to accidents, incidents, and operational emergencies throughout the service area. 

  • Ability to communicate effectively in person, by radio, telephone, and electronic communication systems. 

  • Ability to observe, investigate, and accurately document field activities. 

  • Ability to occasionally lift and carry up to 50 pounds. 

  • Work is performed in both office and field environments with frequent exposure to traffic, weather conditions, transit vehicles, and public interaction.
