Profile
Assistant General Manager of Safety & Training for the
Connecticut Department of Transportation’s (CTDOT) CTtransit Operation
ESSENTIAL FUNCTIONS:

· Serves as the organization’s dedicated Chief Safety Officer, the designated employer representative for the drug & alcohol program, and PTASP lead.
· Maintains an effective working relationship and communication with the General Manager, peers, and subordinates.
· On-call 24/7 and notified of accidents and incidents involving client customers and employees. Notifies General Manager of major accidents and incidents.
· Administers, develops, recommends, and implements various safety policies and procedures.
· Administers all new hire training, re-training, and compliance training for system employees, to include vehicle operations.
· Updating all Safety Data Sheets (SDS)
· Develops and administers new training in response to changes and modifications to equipment and policy.
· Directs all Safety/Security Programs, including training-related programs and supervisory responsibilities.
· Updates the Emergency Action & Evacuation Plan for system.
· Investigates and reviews vehicular accidents to determine preventability; assists in claims management.
· Directly oversees matters relating to Workers Compensation, & Drug & Alcohol Program to ensure agency’s compliance and employee concerns are handled in a timely manner.
· Maintains and oversees all safety and safety related equipment in the fleet and facility.
· Diligence and precision in record keeping all training is scheduled, performed, and kept up to date.
· Prepares and formulates written correspondence, operational safety bulletins and notices.
· Analyzes data and records to identify areas in need of improvement or areas that are excelling.
· Conducts employee disciplinary review hearings and preliminary fact-finding investigations arising from safety infractions/preventable accidents and/or violations of drug and alcohol policies.
· Represents safety for the transit system; friendly, approachable, and available to system employees and the public; held to the highest safety standards as to be an example.
· Maintains, supports, and promotes a safe work environment. Ensures Operations/Maintenance safety training and enforces all regulations relative to employee and public safety within the public transit system, contributes to the coordination of Risk Management, Safety and Security functions.
· Assists in responding to the Federal Transit Administration (FTA) Triennial Reviews and comments.
· Exhibit, personal and professional integrity always, consistent with the organization’s vision, mission and goals.
· Performs other job-related duties which are in keeping with the goals and objectives of RATP Dev USA, CTtransit, or CTDOT.
EDUCATION:
· A Bachelor's degree or Master’s degree in Business Administration, Management, Safety, Transportation or a related field is required.
· Additional years of professional and relevant work experience may be substituted for a portion of the degree requirement.
EXPERIENCE:
· Requires a minimum of (10) + years of full-time experience managing in an executive or senior level leadership position in the safety and training areas of an urban transit system with a unionized workforce for an organization of at least 1,000 employees.
· Expertise in regulations set forth by applicable DOT, FTA, FMCSA, Homeland Security, OSHA, EEOC, ADA, NLRA, and applicable motor vehicle laws.
· Experience in coordinating transit safety and service delivery, field operations, labor relations, staff development, and collective bargaining negotiation skills in a union environment strongly preferred.
· Demonstrated ability to partner and collaborate with a diverse staff, to address complex or sensitive situations, and to advance the goals and strategies of RATP Dev USA .
· Experience with the operation and maintenance of alternative fuel source vehicles preferred.
· Ability to gain expertise of the systems, policies, procedures, and regulations that apply to the transit system.
· Ability to hold or acquire all licenses and certificates necessary for training which should include, at a minimum, certification to train CPR, First Aid, and ability to provide Drug and Alcohol Awareness; experience administering driver training.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS:
· Must be able to work various hours, and at times more than eight (8) per day, seven (7) days per week.
· Must be available twenty-four (24) hours per day, and the ability to work a flexible schedule that may include evenings and weekends.
· Must be able to work in various types of weather conditions. Extended periods sitting at a table, desk or workstation with use of a computer; normal visual acuity and field of vision; hearing, speaking and color perception; work involves periodic bending, stooping, reaching, standing and walking; requires dexterity in operating office machines and equipment; periodic need to carry items for short distances.
