Position Summary:
The Regional Human Resources Generalist serves as a strategic employee and labor relations partner, supporting human resources and operations functions across designated operating contracts. This position is instrumental in ensuring regulatory compliance, fostering a safety-oriented and equitable operational culture, and administering support for a highly unionized workforce. The incumbent will act as an authoritative resource for both field management and personnel, assisting in executing critical functions in workplace dispute resolution, progressive discipline, and labor agreement administration. This includes partnership with local human resources and operations.
Key Responsibilities
- Workplace Investigations: Execute comprehensive, impartial, and strictly confidential internal investigations regarding alleged misconduct, safety violations, harassment, and administrative policy infractions among operations, maintenance, and administrative staff. Produce formal investigatory findings and recommend appropriate administrative or disciplinary actions.
- Performance Improvement Plans (PIPs): Collaborate with field operations managersto evaluate employee performance metrics. Formulate, and monitor formal Performance Improvement Plans (PIPs) aimed at rectifying operational deficiencies and enhancing overall service delivery.
- Conflict Resolution & Mediation: Facilitate formal conflict resolution proceedings between personnel or departments. Administer structured dispute resolution strategies to mitigate operational disruptions and cultivate a cohesive, compliant work environment.
- Grievance Response: Assist Field Managers, if needed, with comprehensive management responses at various grievance steps based on the facts presented.
- Labor Relations & Union Support: Assist the Regional HR Director as needed with various labor relations tasks. Evaluate to determine equitable application of collective bargaining provisions and provide authoritative guidance to staff regarding contractual rights, obligations, and agency policies.
- Training Curriculum & Facilitation: Deploy and present human resources and labor relations training curricula for regional operations management. Required instruction areas include progressive discipline administration, grievance handling, regulatory compliance, and conflict de-escalation in a transit environment.
- Policy Development & Implementation: Author, evaluate, and implement localized human resources policies and standard operating procedures (SOPs). Ensure all administrative policies strictly align with federal and state labor laws, Department of Transportation (DOT) regulations, and overarching agency directives.
Minimum Qualifications
- Education: Bachelor’s degree in Human Resources Management, Labor Relations (preferred), Business Administration, or a closely related discipline.
- Experience: A minimum of 2 to 5 years of progressive professional experience in human resources, with a dedicated focus on employee relations, labor relations, and grievance handling.
Required Knowledge, Skills, and Abilities
- Comprehensive understanding of labor law, collective bargaining principles, and contract administration.
- Demonstrated proficiency in conducting formal, documented workplace investigations and rendering objective administrative determinations.
- Exceptional written communication skills, with preferred expertise in authoring formal grievance responses, investigatory reports, and policy documentation.
- Ability to exercise high-level discretion, maintain strict confidentiality, and operate effectively within a complex, multi-tiered organizational structure.
Licenses and Certifications
- Professional certification in Human Resources (e.g., SHRM-CP/SCP, PHR/SPHR) or Labor Relations is strongly preferred.
