The Operations Manager oversees all daily fixed‑route and paratransit functions, ensuring safe, dependable, customer‑focused service delivery. Serving as a key partner and trusted advisor to the Director of Operations, this leader manages scheduling, dispatch, service performance, budgeting, financial controls, regulatory compliance, and staff supervision. The role is responsible for fostering a strong safety culture, delivering operational excellence, and maintaining high standards of service quality for clients, passengers, and the community. This position requires a confident, solution-driven leader who values accountability, team development, and continuous improvement while ensuring all operations align with contractual, safety, and performance expectations. Perfil
Core Responsibilities:
Operational Leadership & Service Delivery
- Direct daily fixed‑route and paratransit operations, ensuring on‑time performance and high‑quality customer service.
- Oversee scheduling, dispatching, route coordination, detours, and service adjustments.
- Monitor field operations and resolve operational issues in real time.
- Ensure service delivery meets contractual on‑time performance requirements.
- Support real-time service planning, run cuts, and daily scheduling needs for both Fixed Route and Paratransit.
- Ensure that 100% of paratransit trips are scheduled daily with no denials (through negotiation).
- Manage the sign‑up process, posting of runs, and operator assignments.
Financial Management & Administrative Oversight
- Prepare, manage, and track annual operating budgets.
- Analyze expenditures, ridership, revenue, and operational data.
- Oversee contractor billing, vendor contracts, invoices, and cost‑control measures.
- Manage fare collection including daily counts, weekly deposits, and verification reporting.
- Monitor hours of operation, overtime, and in‑house vs. contract labor assignments.
Safety, Security & Regulatory Compliance
- Lead safety programs, conduct accident investigations, and oversee corrective actions.
- Ensure compliance with ADA, FDOT, DOT, FTA, OSHA, Homeland Security, EEOC, NLRA, FLSA, and internal agency policies.
- Ensure adherence to NIMS standards and all required safety/security protocols.
- Oversee onboarding time minimization for ADA compliance.
- Work collaboratively with the Safety Department overseeing supervisory staff and emergency response needs
- Analyze operational data to produce performance metrics and monthly reports.
- Monitor ridership, fare collection, and key operational indicators to evaluate and improve performance.
- Develop and implement service quality improvements based on data and industry best practices.
- Create reporting and analysis to support continuous operational improvement.
- Present operational performance to leadership, boards, and community stakeholders needs
- Supervise and develop staff including supervisors, operators, dispatchers, and administrative teams.
- Conduct performance evaluations, training programs, and corrective actions.
- Deliver coaching and discipline in alignment with RATP Dev policy and the collective bargaining agreement.
- Provide software and operational training for dispatchers, supervisors, and schedulers.
- Promote a culture of engagement, accountability, inclusiveness, and continuous improvement.
- Serve as a visible, decisive leader who empowers and mentors team members.
Labor Relations & Collaboration
- Build effective relationships across teams and departments.
- Respond to union grievances, assist in arbitration, and interpret the union contract where applicable.
- Coordinate with internal departments, unions, public agencies, contractors, and community organizations.
Community, Customer & Stakeholder Engagement
- Coordinate with public agencies, contractors, and community groups on operational needs.
- Support public outreach regarding mobility programs, eligibility, and service changes.
- Represent operations in meetings with stakeholders, boards, and community partners.

Required Education & Experience
- Bachelor’s degree or equivalent relevant experience.
- Minimum of five (5) years of experience in transit operations or administration.
- Strong background in fiscal management, budgeting, and organizational planning.
- Demonstrated ability to manage multiple priorities in a fast‑paced, dynamic environment.
- Experience working independently with sound judgment and integrity.
- Union experience strongly preferred, including grievance response, arbitration assistance, and contract interpretation.
- Detailed knowledge of the geographical service area.
- Ability to present facts and recommendations clearly in oral and written communication.
- Ability to apply independent judgment and initiative to develop effective solutions.
Regulatory Knowledge
