Job Summary:
Responsibilities include conducting all phases of bus operator training and operations supervisor. Assist with continued development and teach on-going training programs in defensive driving and safe driving habits for all Bus Operators and related maintenance employees. Includes classroom and road/street defensive driving and bus maneuvering instructional training. Includes developing and implementing on-going safety and educational training programs.
Essential Functions / Process Responsibilities include the following: other duties may be assigned as necessary:
- Ensures that all newly hired bus operators are properly trained in the safe and effective operation of all VCTC revenue vehicles. Conducts classroom and behind the wheel instructional training and bus maneuvering. Includes road/street defensive & safe driving habits for all new bus operators and employees in bus driving related positions
- Ensures that incumbent bus operators and employees in related field receive retraining on vehicle operations for enhanced safety both for passengers and equipment.
- Assist with and coordinate the certification of new bus operators within the guidelines of the California Division of Motor Vehicle /Tester Program for Commercial Driver’s License (CDL) Certification (Requires acquiring CDL ).
- Certified Driving Instructor for Training Facility. Assist with the facilitation training of Part Time/Bus Operator Trainers to ensure all are properly trained and certified within VCTC Safety & Training guidelines.
- Assist with monthly departmental Safety Council meetings (This committee comprised of Safety Team Coordinators and employee representatives of bus operators and maintenance personnel, the objective is to advocate a safe work environment and seek employee feedback and participation in safety related issues).
- Assist and serve as back-up in absence of the Operations Manager or Safety Manager.
- Assist with compiling of Operational reports to include KPI’s, fleet mileages, workboards, fuel logs, and other reports as required.
- Assist with special training programs which enhance professional skills of bus operators; examples are fare collection, accident prevention and accident classifications.
- Assist with maintaining and preparing accident and incident reports and OSHA Logs. Applications required by law with federal and state agencies, OSHA Logs for Risk Management. Includes analysis of monthly and yearly accidents/incidents for FTA, CHP and NTD reporting.
- Develop training agenda for bus operator training program, including preparing and updating as needed of training manuals.
- Prepare and formulate written correspondence, Safety bulletins, notices and other reports.
- Perform Ride Checks to ensure VCTC Safety Standards are met. Includes Post Accident Ride Checks.
- Assist with coordination of road supervision, dispatch, and operational coverage.
- Assist with route hazard analysis
Preferred Education and Experience:
- Must have knowledge of the principles of administration, supervision and developing training programs for classroom presentations, defensive driving and safety regulations. Includes knowledge of transit operation’s equipment and vehicles. Must have knowledge of VCTC defensive driving and safety regulations and Highway Safety rules that govern local and state, to include those rules and regulations that govern Federal Motor Carriers. Must have knowledge of and ability to operate various audio/visual aids and slides to include PowerPoint presentations for classroom training.
- Effectively teach and train personnel how to safely operate transit vehicles according to guidelines established by VCTC to include those Highway Safety rules that govern local, state, and Federal Motor Carriers. Acquire and maintain Class “B” Commercial Driver’s License with Passenger Endorsement. Ability to effectively train new bus operators how to operate transit buses and present other related training and re-training to a diverse employee base of bus operators and other employees. Apply independent judgment and initiative in developing solutions to problems. Interact professionally with various levels of VCTC employees and outside representatives.
- Associates Degree with coursework in Business Administration/Transit Safety Operations Management or Highway Safety. Preference given to candidates with evidence and background in developing and delivering training programs evidenced by certifications and/or employer references. However, three years or more experience in a driver training instructor capacity from an inter-city/urban transit system or transportation industry (Trucking or Bus) or related field will be considered in lieu of degree. Must be proficient in MS Word, Internet, Outlook and other Internal applications specific to Operations and Safety Division. (Excel, PowerPoint is a plus). Excellent verbal and written communication skills are an essential part of job duties. Must be a team player, problem solver with excellent analytical and human relation skills.
